According to Article 109 of the Constitution, the “President of the Republic may dissolve the National Assembly, upon the elaborated proposal of the Government”. While early elections have become common since 2008 (there was only one exception in 2012), it appears that, at least in 2022, the Government did not make or at least make public any proposal that elaborated on the reasons for the early dissolution of the National Assembly. It is recommended that the President only dissolves parliament on the basis of a well elaborated proposal and preferably only when necessary due to the parliamentary situation.
