(1) Whenever a referendum is to be held, notice thereof and of the day fixed by the President of Malta for the referendum shall be given to the commissioners by a writ under the hand of the President of Malta.
(2) The Chief Electoral Commissioner shall cause the writ to be published in the Gazette.
