Save as otherwise expressly provided in this Act or in any other law, any person who contravenes or fails to comply with any provision of this Act, which he is by this Act required to observe or comply with, shall be guilty of an offence and shall on conviction be liable to a fine (multa) of not less than four euro (4) and not exceeding one hundred and fifteen euro (115).
