53. A new paragraph 6 to Article 26 provides that natural persons making contributions should specify their names, surnames and personal identification document number, which is not subject to publication. While transparency may be increased by requirements to publish identities of donors, legislation should also balance this requirement with exceptionally pressing privacy concerns of individual donors in cases where there is a reasonable probability of threats, harassment or reprisals.47 One possible solution would be to stipulate a threshold below which donor data will not be published in order to protect the privacy of smaller donors while still increasing the transparency of campaign donations. Disclosure thresholds should not be too high, as this may circumvent the prohibition of anonymous donations and increase cash donations.
