Counting the advance votes   Counting the advance votes that are enclosed in ballot envelopes may be started on the polling day at the earliest at 3 p.m. or, on special grounds, earlier, at the discretion of the election committee, however at the earliest at 12 o’clock. Invalid ballot papers are separated in their own group. The other ballot papers are sorted into groups so that the ballot papers for each candidate are placed in separate piles. The ballot papers in each group are counted.   The results of the advance voting are counted separately for each voting district of the municipality, except for the cases referred to in section 82.   The results of the advance voting are announced in a manner determined by the Ministry of Justice.
