Article 139
 

Expenditure.


[Expenditure on municipal elections shall be paid by municipalities unless otherwise specified in this Act. Expenditure for the National Electoral Commission, such as of voting materials and implements provided by the Commission for municipal elections, shall be paid from the National Treasury.  


Expenditure on other elections under this Act and other expenditure relating to the implementation of this Act, such as costs relating to the Election Appeal Committee and the National Electoral Commission, shall be paid from the National Treasury. Expenditure on early voting shall be paid from the National Treasury, but if the polling takes place on the basis of point 2 of paragraph 2 of Article 69, the municipality in question shall bear the costs.  


After receiving the proposals of the National Electoral Commission and after consultation with the Icelandic Association of Local Authorities, the Minister shall issue a regulation providing for central government funding for municipalities for their role in conducting non-municipal elections. After consultation with Registers Iceland and the Icelandic Association of Local Authorities, the regulation shall also provide for the division of expenditure between the central government and municipalities on activities performed by Registers Iceland that are necessary for the conduct of elections.] 1)
