Regulations under this part


(1) The Secretary of State may make regulations under this Part only


(a) where the regulations give effect to a recommendation of the Comission, or 
(b) after consultation with the Comission.


(2) Regulations under this Part—


(a) are to be made by statutory instrument;
(b) may make consequential, incidental, supplementary, transitional, transitory or saving provision.


(3) A statutory instrument containing regulations under this Part may not be made unless a draft of the instrument has been laid before and approved by a resolution of eachHouse of Parliament.
(4) This section does not apply to regulations under section 54(9)(c).
