The seats to be allotted in the provincial constituency shall be distributed to the parties designated by the federal electoral authority according to § 100 al. 3. The number of seats obtained by each party shall be the quotient of their party total divided by the election quotient, less such seats as may have been obtained in the first ascertainment procedure.
