(1) The Permanent Electoral Authority, with the support of the Special Telecommunications Service, shall ensure the functioning of an IT infrastructure at the headquarters of the Central Electoral Bureau that meets the following objectives:
a) ensures the functioning of the Computer system for centralizing data from the minutes regarding the recording of voting results;
b) ensures real-time storage of duplicates of databases generated by the Computer system for monitoring turnout and preventing illegal voting, as well as logs of the machines on which it runs, in order to facilitate their analysis and transparency.
(2) The IT infrastructure referred to in paragraph (1) is unique and includes servers, data storage systems, communication and security equipment, as well as licenses and computer applications, provided, installed and configured by the Special Telecommunications Service, according to the operational requirements of the Permanent Electoral Authority, being intended exclusively for the application of the provisions of this law.
(3) The Computer system for centralizing data from the minutes regarding the recording of voting results and the Computer system for monitoring turnout and preventing illegal voting can be accessed for real-time data visualization from the headquarters of the Central Electoral Bureau, by representatives of the Central Electoral Bureau and of the Permanent Electoral Authority, based on access rights established by decision of the Permanent Electoral Authority.
(4) The Permanent Electoral Authority together with the Special Telecommunications Service shall provide technical assistance and support for the operation of computer equipment and applications provided for in paragraph (2).
(5) The Permanent Electoral Authority, with the support of the Special Telecommunications Service, shall provide the applications and/or IT services to be used by the Central Electoral Bureau for centralizing the data from the minutes on recording the voting results, as well as the IT equipment necessary for the centralization of voting results by the Central Electoral Bureau. They shall operate within the IT infrastructure provided for in paragraph (1), ensuring redundancy in the data centre of the Special Telecommunications Service.
(6) The computer applications provided for in paragraph (5) are certified by the Permanent Electoral Authority and made available by it to political parties and organizations of citizens belonging to national minorities participating in elections, upon their written request.
(7) The Permanent Electoral Authority shall ensure, throughout the voting day and the following day, the publicity of data on the number of voters present at the polls, respectively of the information resulting from the verification of correlations in the minutes on recording the voting results, obtained through the Computer system for monitoring turnout and preventing illegal voting.
