Concerning the timing, it does not appear realistic to address in detail the financing of political parties before the next elections. Priority could be given to ensuring limited public financing of the electoral campaigns (rather than of the parties themselves) without providing incentives to the creation of parties without any real basis. As to media law, the Venice Commission recommends giving priority to ensuring equal access to public media.
