Article 25(1) also states that the voter fills in the form of the declaration which he/she gets as voting material (Article 22 para g). It is not clear if this form has any identification signs on it (name, surname, registration number, ID number). If so, that would mean that if such a form were found in the inner envelope that would make ballot papers invalid. Therefore Article 28 para 1 would have to address the issue as it provides an exhaustive list of cases when the ballot is considered invalid and the issue is not covered by Article 82 of the Electoral Code of the Republic of Moldova.
