The representative body of the settlement local government shall elect three members, in a settlement with a single polling district five members, and at least two substitute members to the local election commission between 1 October and 30 November in the year preceding the year of the general election of the local government representatives and mayors; the persons to be elected shall be proposed by the head of the local election office.
