Persons who hinder voters from participating in elections or performing campaigning by violence, fraud, threats, bribery or in other illegal ways, or have counterfeited election documents, or deliberately have counted votes incorrectly, or have failed to observe voting secret, or have otherwise violated this law shall be held liable in accordance with the law.
