It follows from Articles 39 and 56 that voting must take place on paper and not on electronic voting machines. The Venice Commission notes that electronic voting is not planned at this stage, probably because of the difficulty of implementing it at short notice, although it could meet certain security challenges.21 It could, however, be envisaged for at least some Haitians abroad (see para. 29 above).
