On the other hand, according to Article 130, all convictions for offences under Chapter IX entail automatic loss of civil and political rights for at least five years and up to twenty years. An automatic loss of civil and political rights, even for a minor offence such as drinking alcohol in public places on election day (Article 104), is disproportionate.
