Voters may not be called up for military exercises on voting day.


Voters who are in detention, a penitentiary, a hospital or a social welfare institution for institutional care can vote by mail if they notify the district election commission no later than ten days before the day of voting. Disabled persons can also vote in the same way, if they notify the district election commission within the deadline from the previous sentence and submit a decision of the competent authority on recognition of the status of disabled person.


Voters who have been unexpectedly deprived of their liberty, or who have been unexpectedly admitted to a hospital for treatment or to the institutional care of a social welfare institution, or who have received a decision on disability after the deadline from the previous paragraph, can vote by mail, if they notify the district election commission, in the area who are entered in the voter's register, no later than five days before the day of voting and attach appropriate proof of this (e.g. certificate or decision).


Disabled people can also vote by mail permanently, if they notify the state election commission and submit a decision of the competent authority on the recognition of the status of disabled person. This message is valid until cancelled. The first message about permanent voting by mail must be forwarded by the disabled person within the deadline from the second or third paragraph of this article.
