Voters who are registered in the register of voting rights of citizens of the Republic of Slovenia, who do not have a permanent residence in the Republic of Slovenia, can vote by post or at a diplomatic-consular representation of the Republic of Slovenia, if the country in which they reside allows such voting, or if international agreement. A ballot with an attached voting card is sent to these voters in a timely manner.
Voters who are abroad on voting day because they are temporarily residing there can vote by post or at a diplomatic consular representation of the Republic of Slovenia, if they notify the state election commission no later than 30 days before voting day and if the country in which they reside allows such voting , or if an interstate agreement allows it.
If the voter votes by mail, the ballot will be considered if a hand-signed electoral card is attached to the envelope with the ballot.
The provisions applicable to voting in the Republic of Slovenia apply mutatis mutandis to voting by post abroad and at diplomatic and consular missions of the Republic of Slovenia.
Notwithstanding the provisions of Articles 73 and 74 of this Act, voting may be done with an official blank ballot containing the electoral unit and electoral district designation and instructions on how to vote. The voter expresses his will by writing the name and surname of the candidate he is voting for, or the name of the list of candidates he is voting for, in the space on the ballot paper in his own hand or in another way.
