(1) A person eligible to vote who is listed in the electoral register receives a polling card upon application.
(2) A person eligible to vote who is not listed in the electoral register receives a polling card upon application
for application under section 18 subsection (1) or the deadline for objections under section 22 subsection (1) through no fault of his or her own,
stipulated in sections 18 subsection (1) or section 22 subsection (1), 3. if his or her right to vote was established by means of the objection proceedings and the establishment of this right only came to the attention of the municipal authority after the closure of the electoral register.
