Issues to be submitted to referendum

(1)  The Riigikogu submits any amendment to Chapters 1 and 15 of the Constitution to a referendum. The Riigikogu may submit other bills to amend the Constitution, and any other bills or other affairs of the state to a referendum.

(2)  Issues regarding the budget, taxation, financial obligations of the state, ratification and denunciation ofinternational treaties, the declaration or termination of a state of emergency, or national defence cannot be submitted to a referendum.
