Dissolution or suspension of political parties is one of the most severe restrictions in a democratic society. The limitation of political parties’ activities and the dissolution of political parties have a restrictive impact on the rights protected by Article 11 ECHR and Article 22 of the ICCPR. Whereas limitations are not prohibited, they must comply with the conditions set forth in Article 11(2) of the Convention and Article 22(2) of the ICCPR: be prescribed by the law, pursue one or more legitimate aims, and be necessary in a democratic society.
