The amendments to the Criminal Code, the Contravention Code and the Electoral Code address deficiencies in the regulation and enforcement of electoral conduct, particularly in relation to vote buying, misuse of identity documents, illicit campaign financing, manipulation of public assemblies, procedural delays, and the limited effectiveness of existing sanctions. Together, they combine substantive criminal-law reforms, expanded administrative liability, and targeted changes to electoral procedures.
