The soft law instruments developed at Council of Europe level focus on two parallel objectives: on the one hand, preserving as much freedom as possible in the political debate, avoiding disproportionate restrictions; on the other hand, ensuring that the information infrastructure – including algorithmic systems and the way in which content is disseminated – operates according to criteria of transparency, accountability and non-discrimination.
