Paragraph 75

The development of artificial intelligence still increases the risk of disinformation, in particular through so-called “deep fakes”. The Venice Commission therefore recommends, in its Interpretative declaration of the Code of good practice in electoral matters as concerns digital technologies and artificial intelligence, that “political ‘deep fakes’, namely the distribution of deceptive artificial intelligence-generated content to influence an election or to infringe voters’ freedom to make informed decisions, should be prohibited and sanctioned”.
