Electoral integrity, and more precisely freedom of voters to form an opinion and equality of opportunity, presuppose that voters have access to fair, objective and pluralistic information. Moreover, transparency of electoral funding – and in particular of the funding of electoral campaigns in all types of media – is an essential element of the conformity of elections with international standards. The Venice Commission recalls the recommendations of the Committee of Ministers of the Council of Europe, which provide that the broadcast media, especially public service media, must provide impartial, balanced, and pluralistic information during elections, and refrain from engaging in discrimination.
