Thus, while election bodies at all levels are responsible under the law to “take care for the legality of preparation and conduct of elections”,[8] for the most part they have not overseen and controlled the actions of subordinate election bodies. The reluctance to take a proactive approach to electoral administration was especially pronounced with respect to the SEC’s role in the conduct of municipal elections, but applied during all elections.
