A provision concerning the method of operation of election management bodies states: “The work of the election management bodies shall be public, thus the authorised representatives of the submitters of lists and accredited observers shall have the right to be present at the work of election management bodies.” (Article 24.) This is a valuable provision, which will help ensure that the political parties and other list submitters – some of which formerly participated directly in electoral administration – can obtain equivalent information about electoral administration activities.
