72. The Constitution does not require residence in-country for eligibility to vote. But, as was the case under the previous electoral laws, the Code specifies that, in order to be eligible to vote, a citizen must have permanent residence in the relevant constituency.[43] This is also reflected in the provision that voting is “carried out on the basis of the voters’ list.”[44]
