Another substantial point which seems dubious is the regulation of prohibitions for participating in the campaign for the referendum. Even when there is a well-known debate about the possibility of foreigners to participate in the political life of a country, in this case the prohibition extends to “charitable and religious organisations”, thus posing a serious doubt about the fulfilment of European standards on ideological freedom and activities.
