The draft law has taken into consideration concerns previously expressed by the Venice Commission and the OSCE/ODIHR about election commission members amending ballots by hand after ballot printing to reflect candidate withdrawals. Such a practice is highly undesirable due to the risk of accidental or deliberate error and the provision has rightly been omitted from the draft law.
