This Chapter (Article 77) sets out very precise rules for the resolution of electoral disputes, stating the type of dispute and the available recourse to a higher election commission and a court of law (or the Constitutional Court), with specification of time limits.  These rules represent a reasonable response to recommendations in the reference materials.  In provisions of this kind, it should be made clear as far as possible to which court the recourse should lie, and this is generally the case.  However, it seems that there may be a choice between appeals to an election commission or to a court (Article 77.1). This is confusing and could lead to positive or negative conflicts of competence. It is then strongly suggested to abolish such a possibility of choice.
