Article 86 provided, prior to the 2006 amendments, that elections are considered “to have been held, if a majority of the total number of voters takes part in them”. This requirement has been deleted. However, Article 87 still retains a minimum voter turnout requirement for a second round of elections, as well as a requirement for a minimum percentage of votes one of the candidates must receive in order to be elected. Under Article 87, the second round of voting is considered “to have been held, if at least one third of the total number of voters takes part in it”. In the second round of voting, the candidate, who “receives the most votes, but no less than 1/5 of the total number of voters is considered elected”. In case of a tie in the second round, the “candidate who receives more votes in the first round is considered elected”.
