On 23 December 2005, the Parliament substantially amended the provisions governing the election of members of Parliament. The Election Code now provides that 100 Members of Parliament are elected by proportional representation in a nationwide constituency, while 50 are elected through a majoritarian “winner-takes-all” system based on multi-member districts. For the purpose of the multi-member plurality contests, 19 multi-member districts have been drawn up and are listed in an amended Article 15, which specifies which administrative units they include. The number of seats per district varies from five (ex: in Tbilisi) to two.
