The OSCE/ODIHR elections observation missions’ reports have repeatedly noted the wide variation in the size of parliamentary constituencies under the previous single-mandate constituencies’ electoral system,[22] and noted that such variations were violating the principle of universal and equal suffrage. This principle is commonly understood as “one person – one vote” and for the issue under consideration it would imply that the number of citizens represented by each member of Parliament be approximately the same.
