As a general remark, it is recommended that all elements of a new parliamentary election system be negotiated among major political entities, including consultation with key civil society organisations, with the aim to reach a broad consensus. In doing so, the Parliament could consider the work of the Venice Commission on selecting an appropriate electoral system for an emerging democracy, with a view to identifying an optimum relationship between genuine representation and stability of government.[5]
