Democratic States should adopt simple criteria and easy-to-implement procedures for the delineation of election districts. As a best solution, it is recommended that the CEC submit the problem in the first instance to a boundary delineation commission comprised of independent members and preferably a geographer, a sociologist, a balanced representation of the parties, and where appropriate, representatives of national minorities. The Election Code should provide that Parliament then make a decision on the basis of the commissions’ proposals, with the possibility of an appeal.
