In a positive development, the March 2008 amendments brought the registration process of domestic and international observers more in line with each other. Article 69 stipulates that a domestic monitoring organisation shall apply to the appropriate election commission 10 days before election day (rather that 30 days as previously required), while international organisations must register at the CEC at least 7 days prior to election day.
