Article 48, par. 101, amended in March 2008, requires the CEC to establish a financial monitoring group, tasked with monitoring the financial reports which all election subjects are required to submit during the election period to election commissions. In the 2008 parliamentary elections, the effectiveness of this monitoring group was limited, due to the fact that its mandate is not defined in the Election Code, with the result that there was internal confusion about the scope of its responsibilities. It is recommended that the Election Code clearly define the role and responsibilities of this financial committee that oversees compliance with the rules laid down for campaign financing.
