Although previous drafts included provisions for inking (Article 55 (2)), the adopted amendment has eliminated this procedure. As inking is one of the most common anti-fraud procedures used to prevent multiple voting. The deletion of this provision from the draft is not a positive step. It is to be hoped that the electoral administration is able to prevent fraud by other means, especially by using updated and accurate voters’ lists and carefully checking the voter identity.
