The formula for allocation of mandates in each regional constituency is stated in Articles 162 and 163 of the Code. Article 162 establishes a three percent (3%) legal threshold for political parties and a five percent (5%) legal threshold for coalitions. A political party or coalition whose percentage of valid votes in the region is less than the legal threshold does not participate in mandate allocation in the region.[7] The threshold applies in each regional election.
