The special treatment granted to the chairpersons of political parties in the exercise of candidacy rights appears to be contrary to international and European standards. The Venice Commission and the OSCE/ODIHR recommend that Article 67(3) of the Code be amended to respect the fundamental principles of equality and non-discrimination.
