The citizens shall personally vote for a candidate during elections, and for or against the issues to be discussed by referendum.
Voting in place of other persons shall be prohibited. The citizens voting or providing conditions for voting in place of other persons shall be subject to the liability provided for in either the Criminal Code or the Code of Administrative Offences of the Republic of Azerbaijan.
