The changes to Article 10 allow voters to change their inclusion in the voter list from their place of registered residence to their place of actual residence. Article 10 includes procedures aimed at ensuring that the person is temporarily removed from the voter list of his or her community of registered residence before being added to the additional voter list in their place of actual residence. This procedure ensures that some voters who are not in their place of registered residence are not denied the right to vote. It is however challenging for the authorities in charge of the voter register since they have to make sure that this procedure does not result in duplicates in the register. With more flexibility for voters in requesting inclusion in the voter list or changes to their inclusion, it is increasingly important to have a solid system for review of the central database to detect duplicates.
