Article 18(8) places an onus on the election commissions to monitor the campaign for violations. The Constitutional Court in its ruling on the validity of the 2008 presidential election, criticised the CEC for failing to discharge its duty under this article of the Code. This section should be expanded to provide a framework as to the role of the CEC in monitoring the campaign and provide detailed guidelines on the monitoring process.
