Article 80 of the Code regulates the “electoral campaign on Public Radio and Television.” However, Article 80 makes no provision for a candidate nominated by a group of voters. Such candidates are simply excluded from the free airtime on Public Radio and Television. The Venice Commission and the OSCE/ODIHR recommend that such candidates be included in the allocation of free airtime on Public Radio and Television.
