For proportional list elections, it is common to regulate the number of candidate names which a party or alliance list should contain. With 90 contested seats, such regulation could for example stipulate that each list should have a minimum of 25 candidates, and a maximum of 110. The purpose of instituting a minimum is to reduce the risk for a list to win more seats than they have candidates, or for not being able to fill in vacancies during the term of the National Assembly. An upper limit would be kept only for practical reasons.
