If this means that the total inaccuracy shall be used to determine if the election should be declared invalid, the provision could be too strictly interpreted. However, the last part of paragraph 1 possibly qualifies the statement in such a way that the election is invalid only if it is impossible to establish the result. Therefore, the Code should be clarified that only discrepancies which may affect the election outcome should be taken into account, without putting an explicit weight on the sum of inaccuracies.
