Article 6(1) grants political parties the right to appoint an observer “for every table of the Ballot Counting Centre”. Article 6(3) regulating observers for candidates presented by an Initiating Committee of voters, however, is limited to an observer to the Ballot Counting Centre”. The Venice Commission and the OSCE/ODIHR recommend that Article 6(3) be amended to be consistent with Article 6(1).
