It should also be noted that the new Code does not change the procedures for voting by military and police forces personnel. The Code of Good Practice in Electoral Matters counsels that these personnel should vote at their place of registered permanent residence whenever possible.[24] The 2004 and 2007 opinions recommended applying the rule of Article 111(2), which required such personnel to vote in their domiciles, to all elections and not just local elections. The Venice Commission and the OSCE/ODIHR again recommend the amendment of Article 111.
