Article 139
 

New elections



New elections shall take place if:





the council have resigned, have been dissolved or its composition reduced with more than 1/3 than the number established by the Law on local public administration;



after repeated ballot, the council was not elected;



in some localities local elections have not taken place;



administrative-territorial reform has occurred and in the newly-created administrative-territorial units it is necessary to elect the local public authorities.





The Central Elections Commission shall fix the date of new elections, with at least 60 days before the elections.



New elections shall take place under the conditions exposed in this Code.
