In the end, the accuracy of the voters’ list will depend on the accuracy of a civic register, and efforts should be made to increase the quality of such registers in Moldova. In addition the division into polling station areas has to be done well in advance of the elections, and the division needs to be communicated to the voters. The need for allowing people to vote without being registered in the polling station they show up in depends also on the skills of the election administration in drawing precinct boundaries, assigning polling stations to voters, and allowing voters sufficient time to check this information before an election and to correct information where necessary.
